How next action works

If a project is untracked, the next action starts at the Idea stage.
If earlier-stage gates are incomplete, the project is blocked until those gates are closed.
If the current stage has open checklist items, the next action is the first unfinished gate there.
If the stage is complete, StartupIgniter recommends advancing into the next stage.
